Airport Planning

Brad Weisenberger, AICP – Kansas City, Missouri
Brad is Senior Vice President and Office Manager of the Kansas City office. He has been active in aviation consulting at commercial service and general aviation airports for over 15 years. As the leader of BWR’s airport planning team, Brad has been intricately involved in aviation developments around the United States at a variety of levels. These include completing airport master plans, system planning, site selection studies, environmental assessments and capitol improvement planning. He has also completed consulting services for US Airways and Delta Air Lines.

In addition to aviation consulting, Brad is a member of the Johnson County, Kansas Airport Commission which oversees the operation of two reliever airports (Johnson County Executive and New Century Air Center).

Civil Environmental Planning

Todd Anderson, PE - Salina, Kansas
Todd serves as Team Leader for the Environmental Engineering Team. He has been involved in the design and management of multiple municipal water and wastewater projects, as well as the design of rural highways and urban streets. His experience extends beyond design and includes construction observation and materials testing and has a broad background in surveying.

Scott Wetzel, PE - Austin, Texas
Scott joined BWR in 1995 and currently serves as a Team Leader and Project Manager/Engineer for the Environmental Engineering Team. His experience includes the performance of field surveys, construction observation for existing and new construction, and close interaction with the client. Scott also is responsible for projects that include gravity sewerage collection systems, mechanical sewage treatment unit processes and sewage treatment lagoon design.

Community Planning

Scott Michie, AICP – Kansas City, Missouri
Scott's responsibilities with BWR include project management, coordination with clients, preparation of comprehensive plans and development studies, drafting of zoning and subdivision regulations and related documents relevant to the implementation of long-range plans. He has managed planning studies for both public and private clients during the past 20 years and serves as team leader of the Community Planning Team at BWR. He has developed a team that provides expert assistance in citizen involvement and consensus-building including the use of focus sessions, policy planning charrettes and related techniques. His planning practice service includes cities and counties, small communities and suburban regions, as well as private development projects. Awards include: American Planning Association Missouri Chapter Award of Excellence; American Society of Landscape Architects, Prairie Gateway Chapter: Merit Award.

Ronald Williamson, FAICP – Kansas City, Missouri
Ron has 38 years of experience as a professional planner and has worked on a variety of planning projects for public and private clients. Typical public sector projects include the preparation of comprehensive plans, strategic plans, zoning and subdivision regulations, site selection studies, economic development plans, annexation plans, industrial development plans, capital improvement programs, park and recreation plans and downtown revitalization plans. Typical private sector projects include the preparation of feasibility studies, development plans, site plans, landscape plans, commercial revitalization plans, subdivision layouts and zoning applications. He also serves a number of cities and counties in both Kansas and Missouri in a planning advisory capacity when the city or county does not have a planning staff.

Management, Fleet & Facilities

Roger L. Thompson – Kansas City, Missouri
Roger has more than 22 years of consulting experience in facilities analysis and planning and fleet management. Over the years he has provided assistance to a wide range of local, state and feral government clients in programming and planning facilities and evaluating and re-engineering fleet maintenance operations. Roger also gained experience while employed as the fleet manager for two large Midwestern cities.

Using his hands-on industry experience, Roger leads the Management, Fleet & Facilities team as they conduct studies and develop innovative solutions to create more efficient operations.

Parks & Recreation Planning

Richard Horton – Kansas City, Missouri
Dick's responsibilities with BWR include project management and professional educational training in the field of parks and recreation. Project management work focuses on park system master planning, trail system planning, strategic planning, special facilities (skate parks) and feasibility studies on aquatic facilities, recreation centers and community centers. Mr. Horton is experienced in giving professional education training at the local, state, regional and national levels. His topics of discussion include fees and charges policy development, master planning, strategic planning, managing difficult people, service excellence, feasibility studies, pricing strategies and effective public meetings.

Michael Malyn – Kansas City, Missouri
Mike has experience developing comprehensive park system master plans as well as individual park master plans that provide for the recreational needs of a wide variety of uses. His plans include facilities ranging from very passive preserves to active sports venues.

Prior to joining BWR in 1999, Mike served the public sector for 28 years with Kansas City, Missouri Parks and Recreation and the last 12 years as Manager of Planning and Design Services. During this latter period he managed the design, finance and construction of more than 500 public improvements valued at more than $131 million. Through his varied career, he has lent his talents to the development of parkways, recreation centers, athletic complexes, swimming complexes, retirement communities, golf courses and major park master plans.

Scenario Planning

William Ramsey – Kansas City, Missouri
Bill Ramsey focuses on fleet management and facilities analysis, and public works operational reviews and planning, as a project manager. Highly experienced in the process of transforming an organization to a performance based-unit, he uses his 30 years of public sector experience to provide clients with right-sized and efficient operation solutions. As a project manager, Bill is responsible for several facets of the operations and planning process. Using information gathered from operational reviews and assessments, he assists his clients in developing strategies to achieve their goals.

Transportation Planning

Charles Schwinger, PE, PTOE, AICP - Kansas City, Missouri
Directing the transportation planning group is Charlie Schwinger who oversees services from master planning to feasibility studies and environmental assessments. Since joining BWR in 1976, Charlie has been involved in a variety of engineering and planning projects. His responsibilities include project management, design, analysis, data collection and surveys, and production of construction plans, specifications and technical reports. Charlie’s areas of general civil engineering experience include waterline design, storm sewer design, sanitary sewer design, site grading, landfill and land reclamation design, airport design, parking lot design, park and recreation design, and railroad design. His experience in transportation includes street and highway design; intersection and interchange design; signal design for isolated, interconnected and coordinated systems; street lighting design; signing and marking design; traffic control plans; accident analysis; traffic impact studies; capacity analysis; parking studies; public involvement; traffic circulation studies; origin-destination studies; transportation modeling; mass transit planning; and city-wide and corridor transportation studies.
