OVERVIEW OF THE COMPREHENSIVE PLAN

   

The Comprehensive Plan is an official public document adopted by the City Planning Commission for the physical development of the community. The Comprehensive Plan (also referred to as “the Plan”) indicates, in general, how citizens want the City to improve and grow in both the near-term as well as the next 20 years and beyond. The Plan is a rational and comprehensive guide for physical development that fosters quality growth, conservation and preservation of natural resources, and redevelopment throughout the community.

The Plan continues a process whereby Cameron—as an established community—is poised for growth, development, and renewal in partnership with residents, business owners and landowners. Its underlying purpose is to preserve and enhance investment by all citizens. It intends not only to provide the foundation for economic growth and stability, but growth in a safe and healthful environment, to nurture future generations that will take pride and invest in the City of Cameron.

The Comprehensive Plan Update for the City of Cameron will include multiple sections, all of which must be considered to interpret the Plan intent:

Plan Principles and Goals
The issues, goals, policies, and direction provided from the broad-based community dialogue process will be summarized into a Community Vision Statement and associated Guiding Principles for the Comprehensive Plan.

Land Use Plan and Infrastructure Management
A future land use plan will be prepared with targeted policies to address land use and environmental issues, including undeveloped parcels within the City and surrounding areas, community “quality of life” opportunities, and supporting transportation needs for existing and future land use. This element will include recommendations for appropriate land use and development standards addressing all infrastructure, but water infrastructure in particular—local and regional.

Land use policies to implement the community’s goals and objectives will be updated to address the city’s intent: define itself as a place that can change for the public good, embracing problems in a new community-minded spirit. Special areas of emphasis will be future growth opportunity areas including
 US Hwy 36 and Griffin Road,
 The downtown, and
 Crossroads Corporate Center (approximately 45-acres east of Wal-Mart).

Concept land use and street network plans will be prepared and incorporated into the Future Land Use Plan to serve as a guide for future development decisions. These concepts will include recommendations related to mixed uses and urban design, as well as environmental and storm water management techniques appropriate for the area.

Downtown
This Plan element will include comprehensive recommendations for the downtown area revitalization and investment which the City may use to apply to the Missouri DREAM Initiative. As specified by the Downtown Revitalization Economic Assistance for Missouri initiative, the goal of this process for downtown Cameron will be to:
 re-establish a sense of place and cultural heritage in the heart of the community,
 attract private investment and new jobs,
 increase property tax values and sales tax opportunities, and
 re-establish the properties in use in the city’s downtown core.

Transportation
This Plan element will include analysis and recommendations related to the city’s thoroughfare system, pedestrian network, and trail opportunities. Specifically, this element will include short-term and long-term recommendations for improvements in the targeted future growth opportunity areas identified in the Future Land Use Plan.

Community Parks and Open Space
This element will examine partnership opportunities for community quality of life projects to reach consensus for a possible joint use park, recreation, and education complex—focusing on opportunities for the City of Cameron to partner with the School District and Park Board.

Implementation and Action Plan
Recommendations and action strategies reflecting the community’s aspirations for the future, including:
o the action strategies to be taken,
o the group responsible for implementing the action strategies, and
o the time frame in which the actions should be undertaken.
